Monsters are definitely a weak point of the book, from my quick thumb-through of the book. My guess is that they want to sell a nice hardcover monster book in the future. Given the absence of monsters in the PHB and DMG for D&D, I suppose we should be happy that it covers enough bases to get someone going but it definitely doesn't look as much like an "only one book needed to play" game as the first edition was in this regard.
