Warhulk PrC and Epic Levels

Would you allow a player to give his epic-level characters levels in the Warhulk PrC? Compare the benefits of the PrC to that of the fighter at epic levels:

Warhulk: benefits - +2 to Strength at every level (equivalent to two Great Strength [Epic] feats), d12 hit dice, and other class abilities. Drawbacks - 0 ranks in all Cha-, Wis-, and Int-based skills (except Intimidate).

Fighter: d10 hit dice and one bonus feat every even-numbered level.

Ugh. Bad idea. Warhulk was clearly designed as an NPC PrC to challenge uppity PCs. Using it in Epic levels for a PC is broken for a lot of reasons, but the key one is Epic Attack Bonus.

The balancing factor to the Warhulk is that it has no BAB. None. +0 at every level.

But at epic levels, no one has BAB, they have Epic Attack Bonus (+1 per two levels.) So your Epic Warhulk is going to get his STR bonus and the epic bonus to his attacks. That's too much.
