My new character is going for the warpriest PrC, but one of the requirements is sense motive 5 ranks?? this means that unless you spend cross class points you need to multiclass to bard or rogue? this seems stupid

No, you don't have to go that route....but you'd have to be pretty dedicated to going to the class to do so, and spend most (if not all) of your skill points for several levels to do so.

A Cleric with an intelligence of 12 could attain 5 ranks in Sense Motive by 3rd level, if he so chose. Otherwise, it would take him time to get into the class. Mind you, the description of the class indiciates it's not an adventuring class, but that's another issue entirely.

the minimum level for 5 cross class skill ranks is 7th

Look at it that way: the designers wanted to put a limitation on the class such that a normal priest could not take it before level 8. So they could have required either 10 ranks in a class skill or 5 ranks cross class. As Sense Motive can be quite useful and benefits from the clerics high Wis, I don't think this is a terrible limitation.
