Weapons that arnt and there uses? little guidance to a newbie

Hey so new to table top rpgs been to one one shot dnd and have a question that i cant find answers and help on
pretty sure that the best answer is it depends on your dm but looking for a little more than that

so where do you stand when you want to use items as weapons and making items as attack items, the most i can find on creating is magical stuff but thats not where im going with it

the idea is to have a chatoic evil rogue bound by magical means to help this good or nuetral group that im with, low str hi dex hi athletic high chrisma and just makes anything in to a weapon eg a bag of black pepper and chilli, is there rules in place for what that would do exactly and im planning do do that kind of thing more or im i just being a stupid power driven player that wants all the glory, i mean i dont want to take away from the narrative thats why im attracted to rpgs i dont know little help

You can find the rules for improvised weapons on page 49 of the Basic Rules pdf or page 148 of the Player’s Handbook.

Generally, an item that is unlike a weapon will deal 1d4 damage. And generally, stuff that IS like a weapon can be treated like the closest approximation to that weapon (a table leg is like a club, for example. A mop can be treated like a staff, etc.).

Given these guidelines, if I were your DM, and you wanted to attack someone with a sack of pepper, I would be asking you what you are trying to make happen here? (That’s not to challenge you, I just want to clarify).

Are you attacking to deal damage, or are you trying to cause a bad reaction with the pepper? Both? Which is more important?

Once I have a better idea what you’re going for, I would know how to apply the rules to your action.

So if you wanted to slap someone upside the head with your bag of pepper with the intent of causing them to choke up and sneeze, I would ask you to make an attack roll using your strength, that deals 1d4 (plus your strength modifier) damage. Then I’d make a save for your target to see whether they’re choking and sneezing for a round or not.

I also think that improvised weapons are not usable with dex, but only strength. There was a debate a while ago about letting some weapons be finesse weapons like club is kind of like a bo staff and stuff.
