What 2nd level spell to pick for a sorcerer at 4th level?

The sorceress in my game went with Invisibility for her first second level spell. It allowed a good escape hatch (go invis and RUN) as well as opportunities for scouting. Her second spell was Bull's Strength, allowing her to go invisible and buff the party's many warriors if the stuff hit the fan.

Protection from arrows is a good choice. It will shield you from the pesky ranged weapons the DM always ends up throwing at the spellcaster that is always standing in the back.

With your spell list you have offense (Magic Missile & Charm Person). You also have defense (Mage Armor & Charm Person). That said, you could use a versatility spell, one that will save your bacon. In my opinion, Alter Self is probably the best 2nd level spell. You get limited flying capabilities, water breathing, and disguise. Your list adequately handles combat, now go for something that addresses non-combat situations.

Of course if you are playing a "kick-in the door" kind of campaign, then you might want to look into Protection from Arrows (so you can stay in the back and lob MM until something dies).
