I actually go pretty close to Bestone here (seriously, I'm not his-or-her alt. I joined like two years earlier. Though now that I've suggested it...) -- I house-ruled out elves, sorta.
Half elves, just to make them punchier, get the elven weapon proficiencies and trance instead of sleep. (thus, they're like elves with any favored class and no racial statistic modifiers)
Players can purchase the half-fey template to represent stronger, elfier bloodlines; this gives them all sorts of more fantastical powers. It's also more likely that players will avoid these levels (ack! Evil level adjustments!) which makes elves rarer.
However, the first level of the template class (from the Savage Progression series) carries a CR +0 pricetag, making it delicious for me.
