5th to 7th the characters are still finding their feet and arent likely to have a great deal in the magical item department, spells are still very much "I hope you made the right picks".. and typically at this level the plot is still largely new and undiscovered territory.
 

I'm also a fan of 4th to 6th level. Here you can challenge the players with "Normal" beasties like a squad of town guards. Combat is quick and threatening without being a long sequence of hack-the-enemy or save-or-die events.
 

I like 5-10, at this point the PCs have just enough magical abilities or interesting tricks to prevent combat from degrading to "you hit, I miss." I dislike 15-20, mainly because of so much bookeeping and 5 minute turns.
 


Levels 1 through 12. After that the game breaks down a little with the spells and abilities players, NPC's and monsters get. Needs a good DM to handle it all.
 

I gotta go with 3-5, the first 2 levels is just survival. The levels after 5 let the player show how awesome he is. These levels are the levels where the most character developement occure, yet the players are still weak enough that a couple of hits are gonna scare them.

I selected everything from 9 and higher, since I like high-level play. I should note, however, that I always start my campaigns at level 1, and it is not unusual for them not to reach high level.
 

I'd say about levels 3-8 are my favourite range -- no longer the "ultra fragile" lowest levels, but before the powers of the class and spells get too strange and mindbending.

Players are confident enough, yet still wary. Yep, that works :)
