Tomb of Annihilation does this pretty well.A true sandbox adventure area. Filled with site based adventures, exploration, and factions.

I don't have concerns around half races as it relates to half-elves. I've always assumed that was part of the appeal of Project Sigil, you can hop on to the VTT and either play a scripted scenario (ala Neverwinter Nights) or find a live DM and play.
