Aw d00d, now you're starting to sound like Hussar.Banning things because they may inject humorous encounters due to derivative idiocy is just...something I will never do.
So I don't...no won't...ban halflings, or low-Wis PCs and the like. Things like that have their place in quality (and poor) fantasy/sci-fi, and thus in any campaign I run. I'm not going to begrudge someone their desire to play that way.
