I, as the player of the Rod-wielding character, am all too aware of that.After reading a page of debate on this point, I'd like to remind people that the effects of a rod of wonder are randomly determined. The player is not deliberately fireballing the inn; he is activating the rod and that random result occurred rather than grass growing in a 160 sq. ft. radius.

3 Wraiths amongst party. Illusions ain't much use against 'em, so I stand back, point the Rod at one of 'em, and shoot. Result: fireball (and in all fairness, not for the first time). I don't think anyone - friend or foe - died from it, but pretty much everyone - possibly even including me, I don't remember - took damage.
Wraiths go down a few moments later. Party's half-dragon comes after me, beats me on initiative, and clubs me to about +2 h.p. before I can react. Party Monk then knocks me out, again before I can react but knowing from the look in my eye that if I *do* get a chance to act someone *will* die, and says "wait, let's talk". Half-dragon waits until his next turn, then opens up on me with his breath weapon, finishing me off and taking a few of my better possessions along for the ride; they failed their saves vs. acid.
And the stupidest part of all: due to some in-game events I was planning on having her commit a dramatic suicide once back in town - she was too loyal to the party to have done such in mid-adventure - so her days were numbered anyway!
She was a loose cannon, but amazingly lucky most of the time; and against long odds had become the senior character - both in terms of length of service and ExP earned - in the party at that time. She was also the lone spark of chaos in what was then becoming a rather dour, methodical group; there was little objection raised to her death.
Still perhaps the best character I've ever had, even with such an ignoble end.
That game is still going; I left it a while after this, not over this incident, but to give me time to run my own new campaign. The half-dragon is still in the party...
