So, this has all gotten me thinking about Wisdom as the base stat for perception. Wouldn't Charisma be a better fit? Charisma is in part projection and in part perception. Having a character spot "opportunities" (Perception) faster than they can decide if availing themselves of that opportunity (Wisdom) is a trope. That seems to fit the two alternate approaches on using empathy ... using it to sympathize (diplomacy), versus using it to antagonize (intimidate).

Darn: The more I think about it, the more I get bonuses to perception from multiple statistics: Knowing what to look for (Int or Wis), being patient (Con or Wis). Being able to process rapidly unfolding events in real time (Dex). Also, where to place "comprehending what was perceived"? Is that Int (deducing what a perception means), Wis (having seen a similar situation before), or Cha (understanding emotionally what was seen: Empathy)?
