Wishes question

If a PC wished for Regeneration 5 or Fast Heal 5 as a permanent effect, and the DM allowed it, would that tack on any ELC adjustments? If so how much?

Or barring a wish, how could a PC gain said properties?
How about immunity to petrification?

I'll quote what I think is the closest part of wish that covers what you're describing.
SRD said:
Grant a creature a +1 inherent bonus to an ability score. Two to five wish spells cast in immediate succession can grant a creature a +2 to +5 inherent bonus to an ability score (two wishes for a +2 inherent bonus, three for a +3 inherent bonus, and so on). Inherent bonuses are instantaneous, so they cannot be dispelled. Note: An inherent bonus may not exceed +5 for a single ability score, and inherent bonuses to a particular ability score do not stack, so only the best one applies.
What the PC is asking for is huge. If it was allowed at all (which I wouldn't), I would say that it follows the same rules as bonuses to ability scores: Regeneration 1 OR Fast Heal 1. To increase further, expend more wishes.

Well, I suppose you could Wish for a Ring of Regeneration. (I haven't looked that item up in a while, so it might take several Wishes to get something that powerful.)

I know it's huge, that's why I wanted to tag a ECL penalty with it.

A Troll character is tagged with a ECL +5, but this is also because he's large, gets huge str and con bonuses, and +5 to Natural AC.

Is a ECL +2 fair enough to tag the PC with or should it be higher?

I still think it's too much. Imagine... regeneration 5 is effectively 5 * # of combat rounds extra hp he has per fight. That's more than a level's worth right there (regardless of class) if the fight lasts longer than 2 rounds. Also, virtually unkillable? +1 level adjustment alone will not balance this character. Creatures with regeneration typically have very high LA's.

EDIT: Also, I have always thought that simple level adjusts do not properly balance a character. It is simply an acknowledgement that, yes, they are that much more powerful and they fight more powerful things. It's like a free level; if you really want to be handing those out, then by all means, go for it. But by the same token, that's not the sort of game where I'd worry overmuch about balance in the first place.

Well, as the old saying goes, "Be careful what you wish for."

In 1st Ed game groups I played with, abusing Wishes was a tradition, and doing it well was considered an art form.

Wish for Regeneration? Zap, you're a Troll!

Want to be immune to Petrification? Bang, you're a statue!

Note that Fast Heal is, in many ways, better than Regen. It won't bring you back from below -10, but it will repair damage from fire or acid.
