do you give up anything to get the regional bonus? Pretty sure my DM would not allow this. Seems like a pretty sweet bonus.It's a tiefling from Thay, so int to hp instead of con, so the character starts of with 30 hp. Int gives me: attack, damage, ac, reflex and hp.
hellfire blood is one of the best feats in heroic tier. It's pretty hard to get a +1 to ATT in this game and it gives it to dmg as well which sort of puts it over the top in terms of overall benefit.I am using hellfire blood for +1 hit/dmg with fire powers and am thinking of getting Burning blizzard (+1 dmg with cold/acid) and at higher levels I think I will go for the wintertouched and lasting frost combo. I will probably pick up Orb of imposition as well (with the second implement feat).[
Astral fire and raging storm both require 13 dex and evasion/arcane reach (both pretty nice) require 15 and paragon level. None of these are life threatening and the primary penalty for most wizard with 20 Int to start is offset by the Thay regional power. I would imagine all optimized wizards in a FR campaign will start with that regional power as it's much more powerful than many of the other regional powers. Akanul has a pretty powerful benefit also. Impilitur has roughly the same benefit as Thay but for a zap cleric instead.Arcane reach is a nice feat, but the only other thing dexterity would do for me is higher initiative... In addition, its 10 more levels until I get there which I am not sure is going to happen.
