Psionics and Magic are different even if they are "the same".
Most psionic items require powers to make(or PP to use). You could replace them with spells I suppose, but it doesn't always work (and vice versa).
How would you handle a PsiBane weapon? Would it do +2d6 to anything that casts spells?
As far as balance, most of the weapons are helped far too much by Keen (since they all seem to require a crit to do something very powerful), though the same could be said of vorpal.
You probably wont break the game by doing it, but the psionic characters aren't very interesting to play (since a mage can replicate all thier items and then some). If you make dual spell requirement lists for each and every magic and psionic item that would require it (which is nearly every item), then its probably doable.
