If you think the guy should be an equal to someone like Triple H or Eddie Gurerro, you can write him up that way. If you want him to be the guy who gets one cheap pop for claiming to be from the same town as the crowd and then get squashed, he probably only needs to be first or second level.
Another thing to keep in mind is you may not want your favorites in squash matches all the time. I'm not sure if the xp system has been finalized, but serious considerations were being made about the level of your competition and your xp awards. If all your other stars are already in matches for that night's show, it's better than nothing, but you probably wouldn't want to make a habit of it.
