Here's my latest thinking about using this house rule as a replacement for action points. Tentatively I'm calling it "action cards." With this system I'll be using harder encounters and more back-to-back encounters.
Action Cards
At the start of combat each player draws an action card. These are used to turn a hit into a miss...in exchange for backlash (unique to each card). Whenever a player uses a card they draw another; each player can only use 1 card per round.
'Reliable' powers ignore the backlash, so they always hit.
'Miss effect' powers are unchanged. If the player uses an action card to hit then the miss effect doesn't happen. Or if the player doesn't use a card the miss effect applies. Their choice.
Feats and paragon path features which key off action points are instead treated as encounter powers (no action) useable when an action card is played.
