Nah. He seems to be quite deliberately manipulating Elan here.

Exactly how LE he is has yet to be determined. He may not be a complete monster, but rather a more pragmatic form of LE who feels that these chaotic lands need to to be ruled under an iron fist. It's even possible he could be a potential useful ally.

Heck, I'm about 75% convinced that Tarquin's either the guy holding Haley's father prisoner, or was at least somehow involved in his capture.
