I would like to have Desert Wind maneuvers if they would help my character out.
If you want Desert Wind Maneuvers, than you must choose a class that can access them, or take feats to get them. I'm a big fan of Death Mark (A Desert Wind Maneuver that deals decent fire damage) myself. So you're looking at a Swordsage build. Tiger Claw maneuvers are all based around wielding 2 weapons and are as fierce as the style suggests, so that would help you as well.

Do you have access to the Tome of Battle book?
 

If I do not go the Swordsage route then what would the next way to go? I do not like the d8 per level that the Swordsage gets. If I did go the Swordsage route would I still be able to TWF?

I know the more I think about the more i want him to latter on if if it will help him out give him at least 5 levels of Rogue.

I know I want him to wear light armor since he is from the desert. His mainly use scimitars.

A Warblade using a feat or two to pick up one or more Desert Wind maneuvers might work.

If so then would it best to follow some what the Warblade Dualwield (3.5e Optimized Character Build) [Warblade Dualwield (3.5e Optimized Character Build) - D&D Wiki] What feats should I get that are not related to TWF? Would taking at least 5 level of Rogue help my character out?

What would the best graft type to get then? What armor would be the best to wear and should i wear some type of helm/helmet?

Taking a 5 level dip into Rogue would make you a better Rogue, and a worse Warblade. You'd know best what character you have in mind, but I can say that 5 levels of Rogue does not synergize well with Warblade levels. Expect diversity of ability in exchange for effectiveness in those abilities.

There are many facinating grafts. Exactly what do you want from a graft? [MENTION=85158]Dandu[/MENTION] alsready made a suggestion for your wing request, what else are you looking for?

I'd recomend Symbionts as well. Psionic Sinew from Fiend Folio is my favorite.

I tend to find it difficult to answer your "What is best" questions bercause I know you have thematic ideas in addition to mechanical requests. We could offer suggestions for an efficent build but it might not fit the image you have in your head. Like the desire for Rogue levels when you want d12 HD and 2 weapon fighting abilities.
 

I want what is best for TWF with Scimitars. What if I take Shadow Blade levels instead of Rogue levels? The only thing I do not like about the Shadowblade is the Weapon Focus (Daggers)

I do not want Undead graft since I do not want my character look some what like an undead. I do want my character to have wings as his first graft and before 5th level if possible. So besides the Fiendish Grafts which graft types give wings? The rules for grafts say one graft type and up 5 grafts of that type right?

What about armor for him?

What help can you give me about setting up his history?
 

I have found so far that the only way to get wings is the fiendish grafts which I do not want unless I am wrong. I would like to be able defend myself when i do not have any weapons.
 

Savage Species has a Winged Template. I believe it's a +2, so you'll exchange 2 levels for the ability to Fly.

Or perhaps choose the Raptorian Race from Races of the Wild.
 

I think I want the winged template. What good flying desert animal could I pattern the wings after? I would like to have armored skin to imitate the skin of a scorpion if possible through a graft. His favorite animal is the scorpion.
