For future use, I am building a half-elf Bard [the Cunning variety] at level 3. I wanted to take an at-will from another class that would benefit from my bard's ability scores. With that in mind, I chose the Sorcerer power Dragonfrost as it runs off of Charisma, pushes incoming enemies away 1 square, and deals cold damage.
Now, given that the Half-elf is acquiring this power through Dilletente, does the other part of the ability apply? If I have this encounter-use power, can I also use it as a ranged basic attack like the power states? I feel like it's most likely not, else it would supersede the intentions of the at-will-to-encounter power switch of Dilletente; at the same time... I cannot find clear rulings for this kind of situation.
Is this moot to begin with, though? Bards and Sorcerers use different implements to start with [although, from the Arcane Power book, I did choose Arcane Implement Proficiency], but if I were to use say a dagger and my feat, would I be fine to use the Sorc power? Could I use it without having the specific Sorc implement and just not get the enhancement bonuses? Any help / advice appreciated!
