Yep, and the idea of commoners freaking out over a Dragonborn is based in the common misconception that medieval Europe had no ethnic diversity north of central Italy, which makes it even more annoying, to me.
I think most dms who craft their game such that commoners are afraid of dragonborn do it because its very realistic for someone to look at a dragonborn and immediately consider the possibility it might eat people. Especially if they have heard about half dragons (who frequently do eat people) which dragon borns look similar to. Totally reasonable. If i saw one walking up to the town id kill it myself.

Well someone could do a 3pp non Europe setting.

They've been done but they're not that big so I guess they're not that popular.

Biggest non WotC setting? Golarion and Midgard maybe. Ones Americana ye ha the others based off eastern Europe.

There's a market for it just not that big.

Thats the classic Fairytale motif that has become ingrained as a substantive ‘tradition’ of ALL western society. Its the unconcious go to whenever anyone thinks of the pre-Modern “Heroic past” And was picked up by Tolkien and Howard and other writers when creating their own stories.

and really in popular understanding the ‘history’ of Europe isnt that long: Prehistoric- Roman Era- Medeival Era -Early Modern/Colonial - WW1 & Now
You missed the Greek era, but other than this it looks pretty much on point
