Cool, I was wondering what new mechanics they'd slide in to Theros. Bigger effect for multiple actions is a neat addition to the action economy. I don't see why you couldn't combine legendary and mythic actions, as the legendaries work on other creatures' turns while the mythics work on the creature's own turn (maybe?, IDK). Or, perhaps the idea is to be able to use multiple legendaries to use a mythic? Either way it's neat.
Perhaps this is an alternative to lair actions? I’ve found lair actions to be a bit underwhelming.

Well, the example I saw was a straight use two actions to do X. I'm guessing that indexes some use of legendary actions.

That's true, but I think we can learn from other systems and incorporate some of their design elements.

Sure but this is a single ability of a single creature and we're comparing CRs and assessing action economy from that? It's silly. We don't even have enough to compare it well to 5e itself, much less another game, and CRs do not work at all the same between different games!

Right, but a CR 21 creature in 5e is supposed to be a challenge to characters of nearly peak abilities. And granted it's one ability, so that's all I'm able to compare it to.

But why are you even comparing it to an entirely different game? I mean, would you compare it to GURPS Fantasy or Savage Worlds or Torchbearer or 13th Age? It just seems such an odd thing to do, particularly from such a brief look.

That said, if it's just that PF2 is on your mind recently from working with it, I can totally understand that.

What does it mean "costs 2 actions"? I suppose we're all thinking that the creature has a number of mythic actions to spend but how many and how often*? Without any information, it could as well be that it costs 2 regular actions therefore 2 turns, although obviously that would be the opposite of mythic.

*my guess is per-encounter (refresh on a short rest, just for the sake of theory, since we know 99% of the time there'll be just one encounter)

If you have three Legendary Actions, you spend two-thirds of that resource performing the bigger trick.

I'm just the opposite. I find lair actions to be the great. For example, I just give dragons their lair actions all the time (they don't need to be in their lair). It makes each dragon feel unique (unlike their general stat block) and magical, without having to look up spells. Plus, they can always use them. I mean a red dragon can summon gysers of magma, or create an earthquake, or poisonous vapors every round no matter what.
