It's a longshot, but there have been some odd naming conventions in this set. He could exist as something like, The Wizard of Shadowdale, Elminster or Archmage Elminster or whatever.Multicolour I see Elminister more as Red Blue, maybe even Green Blue, but he's been crunched out of multicolour.
So either:
1. Elminister is the White Planeswalker not blue and Bahumut is the Blue Planeswalker, which is odd.
2. Elminister is part of a TDFC, that transforms into Elminister, like say Amarune Whitewave his great grand daughter whose body he possessed for a time (with her consent). So you play Amarune, do something to trigger her to flip, and there is Elminster.
3. He's a legendary token,you cast say Mystra or Amarune Whitewave and they can a Legendary Elminister token.
4. They combine the all of the Chosen of Mystra into a single Legendary creature card, called the Chosen of Mystra.
5. He's in the Commander decks as a mono coloured legendary creature or Planeswalker.
So, the Uncommons so far are:
