D&D General can we make better dragons?

aside from big monsters or the puppeteer of nations or some kinda rip off of Gandalf I have not seen anything done with dragons can they be better and more a focus without just becoming giant humans?

can we make gem dragons that have a setting point?

can we have less overlap of metallics in their LG corner?

can we have chromatic dragons who are more than set pieces but with grand goals, also where are the grey, orange, yellow and purple dragons?

I once owned the Blackmoor campaign setting, back in the late 1970s; there was a picture entitled The Grey Dragon of Glendower. I often wondered about that dragon........

Generally speaking I try to avoid Intelligent Dragons altogether.

Just gimme big scary beasty monsters that breathe fire and that's enough, really.

In the off-chance that I do put the Metallics or Chromatics into my settings they're basically Unique entities instead of part of a species.

The 4e Draconomicon's (and probably the 3e one too) has a lot of information for expanding the roles of dragons. Have you looked at those? In particular the "Dragon Hall of Fame" has some well fleshed out dragons that do what your asking.
I do not have copies of such books.
Generally speaking I try to avoid Intelligent Dragons altogether.

I am more familiar with that sort but they become less necessary also it does not explain the treasure.
