A goliath is twice as tall as a halfling and seven times as heavy. Their bodies can support more weight. However an individual goliath might have noodle arms and not be strong enough to move their big limbs well.
I've witnessed many tall folk with little ability to leverage their low strength on the court. Can lift but no control and easy to back down. Hack like crazy.

Yet even with noodle arms, they have 'powerful build'.
Its nonsense. It's always been nonsense, and it will forever be nonsense.
Goliath's should on average be stronger than Halflings, and it should be reflected
everywhere.
The fact you could have a 17 str Halfling at level 1, and an 8 str Goliath, will never be not nonsensical. That Wizards has cast their lot in on this absolute travesty of a design path is what it is, but it will never make sense if you try and look at it from a world building perspective, ever.
Thankfully, canon no longer matters, lore doesnt matter, 'race origins' are whatever you decide, height and weight are now 'something human like' and so that 6 foot tall 200 pound 'halfling' is just as valid as a 5 foot tall, 140 pound 'goliath'.
