My understanding is always that Cthulu sleeps under the waves, where the ocean waters nullify his power and keep him docile and sedate. Only when R'Lyeh rises from the bottom of the ocean should anyone be in any real trouble.

The general tenor of Cthulhu (and all the Mythos Elder Beings) is that they do not care about human life. Our suffering is not merely irrelevant, it is so small that it does not register to them. That is a nutshell description of sociopathy. And when they do come to our world, our social structures will be trodden down - that's tyranny.

So, while no actual C'thulhu is showing up any time soon, a follower is nominally on board with sociopathic tyrrany.

By his physical proximity to Cthulu at the moment of ascension, he's actually more likely to be one of the first to be eaten or crushed into bone paste??
