@Nixlord - two questions
1. Too lazy to go back into the thread - Is MM Expanded 1 finished with the new artwork?
2. Is there a system for skill proficiency that exists for monsters i.e. so much HD = so many skills etc or is just based on what makes sense for the monster?

Yes MME 1 is complete and MME 3 already has all new art. So the only one still to get the art update is MME 2.
2. Is there a system for skill proficiency that exists for monsters i.e. so much HD = so many skills etc or is just based on what makes sense for the monster?
Not in the DMG. If Nix has one they use I don't know. I don't know how you would do that other than what makes sense for the monster.

Dave2008's answer is accurate. It's always what makes sense for the monster. I am also influenced by 'how do I make this monster/creature more fun/exciting for the DM to run/manage."

However, I always try to wear the 'WoTC style of design, sit back and review the stat block again to keep myself from overdoing it/giving a creature too many abilities. Too much and it might become too complex for an average DM to micromanage. Usually, only legendary creatures/versions end up with more than 2-3 abilities.
