I'm no film critic, but his movies all seem the same to me.
I mean ... define "overrated."
If he had never directed a single movie after 1982, he would still be considered one of the greatest directors of all time.
Even when he's at his most worst (middling) he's making films like The Color of Money and The Aviator, which would be considered high-water marks for many directors. And some of his later works, like The Silence, are arguably some of his absolute best.
If anything, the issue that Scorsese has is similar to Citizen Kane- his work is so profoundly good and influential, that it's hard to fully understand how amazing some of the early stuff is because it's been thoroughly copied by every single person that has ever gone to film school. It's a cliché, albeit a true one, to note that Joker is simply a bad mashup of early Scorsese.
And @Reynard - all directors have certain signature styles. That said, if you think that "all Scorsese movies seem the same" then I recommend the following five movies in order-
1. The Age of Innocence.
2. The Wolf of Wall Street.
3. Silence.
4. Raging Bull.
5. Alice Doesn't Live Here Anymore.
If you watch those five movies (not even the best five, by the way) and still think he is "same-y," I don't know what to say.

"...rated or valued too highly." Yes, I do think he has done some great work and left a mark on cinema history. Though, I think that was some time ago and gets legacy credit for the garbage he puts out now.
