I don't believe it was ever actually offered up to the Beatles. Harrison intended to offer it to Edwin Hawkins, but he ultimately did it as a solo act but also offered it to Billy Preston, whose version came out as a European single (September 1970) before George's (November 1970).

What's weird is that apparently NOBODY among the musicians on it, including Eric Clapton, Peter Frampton, Ringo Starr, and Alan White, nor the producer Phil Spector told George it ran pretty close to "He's So Fine".
