I don't know if I'd really consider it either. I think like you said, context matters. You could probably say it in a way that was either derogatory, or complimentary.. But in a general sense I think it's just way to describe an interest.So, topic to think about.

Obviously, people call themselves whatever they want. And context always matters. Although some terms don't require context.*
But I was pondering this issue recently (it happened because I saw a job position listed than mentioned that foodies would it. And it reminded me of a viral story from a few years ago of a police department that was recruiting "Gamers", "Influencers", "Techies", and "Foodies."
I remember when the term was still rare, and then it was ubiquitous, and then there was pushback. So I am throwing this out for general discussion-
Probably default to neutral, leaning towards complimentary.Someone calls someone else a foodie.

I don't particularly consider myself a foodie.. I like food, and I could maybe be a budding foodie, but I'm far too lazy. I like making pasta sauce, and eating at nice dining establishments, but I'm not going to turn my nose up at jarred sauce or fast food after a long day of work.3. If someone called you that, how are you using it?
I guess just the context of the discussion. If someone was complaining about their roommate always trashing the kitchen the stinking up their shared living space, it might be meant derogatorily. Otherwise it's probably leaning more towards complimentary.4. Finally, what context (if any) would you need to make a determination?
