Specifically non-lethal poisons because if you're trying to kill someone, you use a weapon that deals damage coated in poison.

Fun? Story? Delivery of poison without damage so it isn't obvious? I could likely keep typing, but the answer is .... Fun stuff that isn't optimized for damage. Your NPC isn't strong enough to use a bow? They spend a lot of time in water, so it's a won't and a breathing tube.
