There are plenty of example settings for new DMs to look at and pilfer ideas from. Note, though, that I don't have a problem with a sample setting being in the DMG, but not at the cost of things that are as important or more important than the sample setting, like the section on optional/alternate rules.

So again... a new DM should go and buy another book to have an example of worldbuilding... no wonder D&D has a problem getting people to DM.

First there are optional/alternate rules in the DMG, now that said...Alternate/optional rules definitely seem like a subject more appropriate to an "advanced" or second DMG... or even an optional supplement than being necessary to run the game.
 





to me the training wheels are to start with a small region rather than with a loosely described continent, and then gradually expand from there as the campaign progresses (and in directions dictated by the campaign)

I can hold a very loose continent in my mind if needed. I do not yet need to know who the ruler and gods of a place are the characters will probably never visit
SO eventually you get to the point where you need to answer those other questions... how does that work if the tutorial doesn't address it?
 

Yes but including Greyhawk achieved both... including your proposed 5 page region would be lacking in numerous areas.
In fact, I think it is now a solid criticism of every other DMG that the did not have the same amount of Setting material. 4E had a town and a few pages on the small region, bit this is much better

no, but to get an entire setting to play in, why not

No one says it cannot be included, the point is it does not need to be included to teach worldbuilding
