For me, it’s about the character. Bond is an @$$hole. That scene in Casino Royale where Vesper breaks down his personality is spot on. He’s an orphan with mommy/daddy issues and class issues who’s been abandoned and now he’s a maladjusted adult who will happily kill himself slowly with martinis and cigarettes and takes ice cold showers because he thinks it maintains his edge but also because he doesn’t think he deserves comfort, and all this makes him perfect for HMSS. As long as that tracks as at least the starting point, I don’t care if Bond is male, female, white, black, Asian, or whatever.

Even if this contrary to how Flemming wrote the character or its portrayal in the films, I always kind of looked at "007" as more of a mantle than an actual singular character.
They’ve already broken that “taboo” in the last movie.

What this doing here? That comment is inappropriate for multiple reasons. Knock it off.
The license to kill allows them to kill on their own recognisance with no repercussions (from their own government, though I assume there are international treaties with allies). They don't need to ask permission, and are trusted to make that call, and are given legal immunity from consequences. The two qualifying kills are specifically ordered kills by MI6--regular directed assassination jobs.

I consider it cracking the seal.
