It does not say you can see every LOS at the same time.
You don't have 360 degree vision....you have the option to choose to see in any direction at any point during your turn.
If you only get one action you get to pick which way you want to face.
If you want to turn north to attack....then turn south to move, then turn NE for your bonus action.....you can. Why? Because there is no facing rule.
Embrace the concept of abstractions. Its a valuable thing.

I've been playing and DMing for quite some time and it's never come up.
I'm so isolated.
I sort of miss the AD&D underwater rules.

Fireball didn't work.
Lightning bolt became a fireball effect based on the point of origin. :)

There were a few DDAL adventures set underwater, where the 5E rules came up at my table.

To say we used the AD&D rules more a guidelines would be WILDLY understating the fact. :ROFLMAO:
We had no earthly idea what we were doing back in those formative years.
Not that i have much of an idea now. I just roll with it. ;)

Ah... Good times!

This is correct. Since you do not have to declare which way you are facing, you can theoretically see everything. Why you ask?
So that you have options when it's your turn as there are no rules for turning to face something.
Sure but if my PC is hiding from your creature and I ask which direction you are facing so I can decide if you can see me then you would have to declare which way you are facing. You would still have a LOS, just not be looking down it, so not facing me.

So when it is not your turn do you have this omnivision then? Per the rules.

I don't have to, i'm not writing a rule book for fire building in a fantasy world. If i was i would try and include both general and specific rules for building fires. 🤷‍♂️
I didn't ask you to write a rulebook, but to explain how you would build a non magical fire under water using the 24 5e rules.

You declare if your hiding or not and then make your skill check.
That is the entire purpose of this thread. The rules for hiding and stealth are abstract and no one likes them!!!
