That one's already got a Rose, the genuine article. I'm not sure adding a Doctor Rose to the mix would help in any way.

I'm wondering if that's the first time that The Doctor has regenerated voluntarily? We've seen him refuse to regenerate, but I can't remember an instance of him willing regeneration.

iirc Rose was the last person to hold the Power of the Tardis inside herself, maybe the Doctor pushing regeneration energy via the Heart of the Tardis gave it the boost to generate itself
