D&D 5E (2024) Artificer: Spell Storing Item?

Fairly self explanatory. Level 1-3 spell cast X2 your int modifier.

Can a level 2 or 3 spell just be an upcast lower level one? Eg lvl 3 cure 6d8+int?

I'm reading it as yes.
I read the opposite of you.

Whenever you finish a Long Rest, you can touch one Simple or Martial weapon or one item that you can use as a Spellcasting Focus, and you store a spell in it, choosing a level 1, 2, or 3 Artificer spell that has a casting time of an action and doesn’t require a Material component that is consumed by the spell (you needn’t have the spell prepared).

You are choosing the spell, not the level it is cast at

Well an upcast lvl 1 spell is still an artificer spell.

OFC yes, anyway in 99% of the cases 1st level spell casted at 3rd level is weaker than 3rd level spell


off topic, fix upcasting;

for damage spells, it's waste of an ink ever writing upcasting options.

Read the relevant part of the spellcasting rules. A spell cast at higher level is a spell of higher level.

I just tried upcasting damage spells like healing spells. Works well.

I also add an extra die of damage (and healing) when cantrips scale for all spells that were available before that level.
At level 5, all level 1 and 2 spells gain an extra die of base damage.

2 dice per AoE, 3 dice per single target.
+1 extra dice for levels 3,6 and 9.
