Take this with a grain of salt. In the previous years they centralized and took away the independence of many institutes, including the ones that make statistics and reports.

Even taking the news at face value, what has been reduced is extreme poverty, not poverty itself.

As for healthcare, it has taken a nosedive in quality in the last seven or so years.
