Probably not, because a 25th level spell in 4E will probably be as powerful as a 7th or 8th level spell is in 3E. I don't think that kind of Int requirement will be in 4E though. It's not fun.

They can't say that because the d20 system remains. They could have said that when they were making 3E though.

SO it seems both arcane characters will be controllers. That happens when you are too intelligent or too charismatic :)
