Can Weapon of the Gods (cleric 5, phb p65) be cast on someone else's weapon? I know that the intent is probably no, there's very few if any encounter buffs in 4e. But the wording doesn't seem to explicitly forbid it to me. (Don't tell me to ask my DM -- I'm the DM, and a player asked me. :) )

Yes, that works just fine. For example, with a party of 4 PCs at level 5, an encounter of a level 4 solo brute, a level 5 soldier, a level 5 artillery, and 2 level 5 minions is a level 8 encounter, right in line with the guidlines for a hard climactic battle.

No, that's just a one line summary of each monster -- I'm talking about a page with the full monster block -- all the powers, etc in the RTF, 2-4 monsters per page (depending on how big the monster block is).

If I hit someone with Temple of Light, and then the next round attack with Overwhelming Strike, does the second attack count as Radiant (for Radiant Servant purposes) because of the radiant damage from the Temple of Light zone?

Bah. I was looking in the wrong place. The bonus is correctly included in the summary line at the bottom of the card, but I was looking at the body text in the middle, which just quotes the power out of the PHB2 and specifically says "(+5)" for the Charisma bonus, but doesn't mention the +4 for Dex.
