Skill set. There’s no thematic reason that Jedi Master’s actual talents should be off limits to someone who is at the master level of knowledge, power, and experience, who is a fully trained Jedi. Leaving the order is irrelevant to that.

She is still part of the tradition, because she was trained and raised in the tradition.

Yoda has literally no connection to the Sith. It would be a complete non-sequitor.

She wasn't a fully trained Jedi. She left the order before becoming a Knight; she was still technically a Padawan of the order when she walked out on it, refusing the rank of Knight. Her own Master was not himself a Master (and never became one, because the Council - while letting him sit on it - refused him that rank).

Who is she learning this stuff from?

If you want levels in the Jedi Master PrC, you need to be a Jedi Master, which Ashoka Tano is not.

Like; if you asked her 'Are you a Jedi Master?' she would say 'No; I am not.

Compare also Anakin Skywalker. I wouldn't let Vader take levels in the Jedi Master PrC either, despite him being a lot more advanced in his Jedi training that Ashoka ever was, and even taking into account of him actually sitting on the Jedi council and otherwise qualifying for Mastery (and learning from a Master in Obi Wan) by training a Padawan up to Knight rank (which she refused).

Vader is not a Jedi Master. He never was a Jedi Master either for that matter.

Lucky for him (and Ashoka) there are other PrCs that cover advanced Force sensitives from traditions other than the Jedi Order.

From her previous training and her connection with the Force - plus a bit of time and effort. It's not like they need specific instruction in everything once they've started on the path.

From a membership and official title perspective, sure. But that wouldn't mean that a PC based on Ahsoka couldn't take the Jedi Master PrC if that fit the things that player thinks she can do and reflects her advanced skill and development. Those are different questions.

It is in the rules. Read the intro text to the class.

Its like how Ventrress and Maul can't take levels in Sith any more after they were no longer Sith, and Anakin can't take levels in Jedi Knight or Master anymoe once he joined the Sith.

The Jedi class isn't exclusive to the Jedi though. Its expressly listed as the default class for Sith, Jedi and similar force users.

Rogue One was awesome, BTW.
I would change one thing about Rogue One...

The lighting.

The choice was to use a modern lighting style or to use a 1970s lighting aesthetic such as the one in Star Wars. They chose a modern current lighting style (which is a director's and a DP's prerogative). The latter would have subtly given the film a more Star Wars and hidden the seams around the Cushing CGI better.

But that's just my amateur opinion and Monday morning quarterbacking of an otherwise solid and entertaining movie.

Same. You can qualify for Jedi master though without any levels in Jedi or Jedi Knight.

PrCs aren't required or Jedi Master either. You can also be Jedi 7, Jediknight 10. You would be one of the best duelists in the order.

I'm not convinced Ahsoka has force adept levels either. That's more force wizard type build.
