It's supposed to be up to DM and table interpretation.
And setting. Don't forget setting. In Eberron, the Progenitor Dragons (Khyber, Eberron, and Siberys) are supposed to be "do they exist? Were they gods? Were they even Dragons?", and the Dragon Gods (the 13 Constellations of Bahamut, Chronepsis, and so on) are also supposed to be "are they real? Are they the same entities as the Dark Six and Sovereign Host? Do they live beyond the physical Eberron?", while in the Forgotten Realms the Dragon Gods quite explicitly exist and certain dragon Great Wyrms on Faerun are supposed to be gods/demigods, like Tchazzar.

It differs from setting to setting. IMO, that's the main reason for the book's ambiguity on this kind of lore. It's not to be revisionist, it's to be more setting neutral than Volo's Guide to Monsters or the other books were.

Has the art quality declined in D&D books?
Some of the pictures in Fizban are not the quality I came expect from WotC. Or is that just me?

I think it's just you. IMO, any book that contains a work of art like the one below cannot be considered "a decline in art quality from previous D&D books".

Sure, but you also have Dragonborn of Bahamut
Its hit or miss I'm sure just like most every book these days. The art direction isnt exactly consistent, nor will it all appeal to everyone.

I'm sure someone likes the art of those Artificer's in Tasha's.

Because I agree that it's not as good as some of the others, but IMO, it's just a few pieces of art in the book like this one. There's always going to be some good and bad art in any given D&D book, due to having so many pieces of art and different artists working in the same book.

But it's pieces of art like the one I posted above and this one that make me love the art in this book. I might make a thread on this topic, actually.

I'm glad Tamarand is mentioned, as King of the Gold Dragons of the Forgotten Realms, he pretty important and I suspect in Commander Legends: Battle For Baldur's Gate he will be the Gold Dragon who gets a card.

Tamarind btw IS a actual Great Wyrm, not a demoted Draconic Deity, although as both Great Wyrm and Chosen of Bahumut he's not that far from Godhood, just below Bahumuts aspects.
