I think it says in the DMG that all magic weapons have a 20% chance to have light 20 foot. Is that only when first created or every time that more magic is added to the weapon?:D

I would think it would be 4.5 after all if you were a single class fighter you could spend the 3 skill points to have 1.5 ranks they should add together
