14th-level ranger yuan-ti abomination

It's been a while since I've gone over this part of the epic level rules. What's the base attack bonus of a 14th-level ranger yuan-ti abomination? Is it +23 (+9 from monstrous humanoid hit die, +14 from ranger) or is it +22 (+9 from monstrous humanoid hit die, +14 from ranger) when taking into account epic attack bonus increases?

I'm working on a baddie for my epic game and I'm stumped.

HD 21-23 (ranger) give EA +2

EA increases on odd levels; epic saves at even.
