Really? On what ground? I am basically just stating a fact straight from the book.

I strongly disagree,

The creature is limited in the Actions it can perform by the Nature of its new form, and it can't speak, cast Spells, or take any other action that requires hands or Speech.

Traxigor can use hands and speech to cast spells. So, casting is avaiable for this new form.

Remove his LR with spells that require saving throw, It doen't need be Planar Binding.
After removing his LR, Bind it.

And what makes you think it will waste LR on non-threatening spells? Are you using "DM pwease, have him waste LR on low-level spells that can't possibly harm him significantly so he'll fail when I cast Planar Binding? And please roll a 1 on his save because I need him to fail the first time..."
