52 Attacks

What's the -minimum- level to get 52 attacks with thrown weapons? Namely, to throw a deck of cards per round.

Hmm, I wonder if it'll be epic level :D

Never i guess.
Epic levels won't help as the number of attacks do not increase any further in epic levels. You get Epic BAB progression but it doesnt give you extra attacks every 5 points.
You may achieve 8 attacks per round with Two-weaon fighting in epic levels and maybe even a few more with some feats/PrCs or whatever stuff you can find within all the rules published but i hardly believe it will get you all the way to 52.
 


The insectile template with perfect two weapon fighting would grant you 4 attacks with each of your 8 arms. Add Girallon's blessing for 6 more arms and you can get 52 attacks (4 per arm * 14 arms).

Mua-ha! That would be 56! See! You can't get 52!

21st level, if you have the Storm of Throws epic feat (requires Dex 23, Point Blank Shot, Quick Draw, Rapid Shot), there are 52 opponents within 30 feet, and a card is considered a light weapon.

Toss in 10 levels of Dervish and you can double that to 104!
 


Ignoring all erratas you can get....408 attacks in a single round (At ECL 40ish, though)

Here's how:
Assuming 4 attacks with BAB of

Start with, Nezumi (ratmen) from Oriental Adventures, with Exotic Weapon Proficiency (Tail Ring) or whatever that's called, it basically gives them an extra attack, at a penalty of -2 to all attacks for that round.

Toss in that Maho template, giving them 6 extra arms.

Manifest psionic power like Bite of the Wolf to grant an extra bite attack

Add in Multidexterity, Improved Multidexterity, and Superior Multidextery for a total of 4 attacks with each appendage (8 arms, 1 tail, 1 bite)

Starting total: 40 attacks

Lightning Fists, from Sword and Fist, by it's direct wording does not need to be used in conjunction with unarmed attacks, so you can gain 2 extra attacks at your highest attack bonus when taking an FRA (penalty to other attacks), net +2 attacks

Make all the weapons for the 8 arms and tail speed, it stacks with itself but not haste by 3e DMG wording (not sure on future editions), net +9 attacks.

Gain enough levels in Thrall to Demogorgon (2 or 4?) from the Book of Vile Darkness to gain, 2/day, an extra full attack in the round. Double all attacks for a total of 102 attacks.

Get an item with Battletide (Magic of Faerun) which grants an extra partial action per round (but stacks with and is not considered Haste by it's wording), combine this with Warrior of Darkness from BoVD and gain Black Magic Elixer, choosing the Malign Fury option, which allows you to 3/day gain a full round action after a move or standard action. Use Battletide's action to move and execute an additional full round attack. Total of 204 attacks so far.

Get 10 levels of Whirling Dervish so you can double all the attacks you make on a full round attack. Total of 408 attacks.

I believe there was a way to get a total of 496 (probably some way of adding in two extra natural attacks), but it was a bit more complicated, so maybe I'll try to remember how to do it later. You can definately get more for a higher ECL, however, by using the Multiheaded template from Savage Species (for more bites) with or without larger creatures (thus more heads), but this is just a "standard" build I made in about 10 min when I was challenged to find out how many attacks I could make in a round. Of course, you'd combine this with +1 Surestriking, Vorpal Shortswords of Speed (for the guaranteed vorpal critical hit against any monster not immune to it-assuming 20s automatically hit)...and, of course, no DM would ever allow this.
