They don't have to go full derp racist. Just say that it's not recommended that the following races are allowed/treated as normal.
That could easiliy be interpreted as promoting racism. WotC have to be very careful.

I'm not talking about Iuz's kingdom... Do you even Greyhawk?
You don't seem to know what the Great Kingdom is. You're just making superficial statements.I own it yes. I haven't really followed 2E GH a bit if 3E Paizo stuff.
The setting was humanocentric, Gary was very clear on that.
Whether you agree with that or not is up to you. I don't really regard what came latter as that relevent. What those authors did is on them/TSR.

I find a lot of these discussions lack imagination. Hollywood is constantly finding aged sexist stories and retelling them as feminist legends. The settings written in the 1970s and 1980s are aged and show a set of predominant cultural norms that are now considered dated. That creates a lot of opportunity for you to tell avariety of stories.
Oh, my gosh. It's so much more than that. And the whole orc/hobgoblin mercenary thing is tied into the Great Kingdom and its splintered off former colonies. It's a great Sorta Bad Guy Kingdom. It's the area in the Eastern part of GH.
