Gough and Millar told Wizard magazine about their ideas for a pre-Batman Bruce Wayne who was drinking too much, and an old prep school buddy of Lex coming to Smallville, where Clark helped him straighten out a bit and move away from being like Lex.

Sounded cool as heck, and WB said no.

Well, that would explains why Birds of Prey crashed and burned. If you're going to set the show in a place like [New] Gotham City, the audience (like me) will expect the Dark Knight to appear quite a few times.

Yep. Although the show did try to explain his absence at least but again it was not a situation the producers chose.

It's interesting to think that if not for WB's restrictions, Bruce and Flash would be appearing on Smallville as recurring characters and Lois would have been Clark's first. All good ideas nixed by the studio because of their movie plans.
