Are hand crossbows exotic weapons for drow

I have seen several instances in FRCS literature where drow NPCs are given hand crossbows without haven taken the Exotic Weapon Proficiency Feat (hand crossbow). Have any of you seen a ruling that might indicate hand crossbows being considered non-exotic for drow?

If any of them have Rogue levels, then that's why they've got it. Otherwise, they must be pretty lousy shots, which kind of sucks when you've got poison ammo.

I give drow elves automatic proficiency in shortsword and hand crossbow the same way high elves get longsword and longbow.

According to the FRCS errata:

p. 13, Drow, Racial Abilities:
Add the following bullet:
• Proficient with either rapier or short sword; proficient with hand crossbow and light crossbow. This replaces the standard elven weapon proficiencies.

Questions like this are why my settings will have seperate S/M/E lists for each culture, rather than one universal list used regardless of where someone is from.
