Arrow Demon + Feats = 17 Attacks???

Hmm...good question. I would say yes, since by virtue of not taking an attack with the Speed weapon, they aren't trying to make the Speed effect cumulative with the Haste, but then, I had already decided I must be wrong when you said so ;)
 

Sounds like a fun idea for a monster.

Quicken Spell-Like Ability only works 3/day.

The HP don't look correct. If the monster is an 8th level fighter, shouldn't there be an 8d10 in there somewhere? I don't have the MM3, so I don't know how many HD the base creature gets.

Depending on how many HD the creature actually has, it may be very vulnerable to dismissal. Whether this is a good or bad thing is up to you.
 

We fought two arrow demons in a single battle not too long ago, and our party was decimated. We managed to kill one and force the other to withdraw, but they killed most of the party. We still are not sure how any of us survived the encounter.
 

Yes, the hit points were wrong. I added 8D10 (40 hit points) to the total, plus the con bonus of +9 for each level of fighter.

I chose unholy because of the demonic nature of the foe, plus the fact that almost all of the PCs are good-aligned.

The PCs have been having an exceptionally EASY time as of late with some of the bad guys in my campaign, so I wanted to kind of step it up a bit, especially now that they have access to 7th - 8th level spells, along with some fairly potent (non-artifact) magical items.

HAWKEN also makes a very good point, so I think he will stay the way he is.

I think our boy here will be a good nemesis.

You could drop 2 levels of fighter and take 2 levels of deepwood sniper.
Wouldn't change his BAB and he'd lose 2 hp but would gain:
Keen arrows (freeing up the improved critical feat for something else),
Range increment increased by 20ft,
Concealment reduction of 10% (for those blurred/displaced targets),
And the arrows would have a crit multiplier of x4.
