Why limit it? It really reduces a rogues engagement with combat and other players if they can't use teamwork like the battlemaster example to get more sneak attacks.

I made a battlemaster/rogue with shield mastery and sentinel and he was a blast to play as I had stuff to do on my bonus action and reaction and I was always engaged and interested in battle.

Was it powerful? Dunno. But it was fun and interesting and engaging.

Why do you nerf it?

Mainly because it makes rogues stickier than fighters. They get better pay off from things like Sentinel attacks, and other sources of reaction attacks. That just doesn't sit right with me.

It also strengthens the high-level thief ability of 'take two turns in a row'

You don't really notice it aside from in corner cases. We only notice it at our table when the Battle Master swashbuckler uses his riposte ability. He deals a consistent 40 odd points of damage per round as it is at 13th level.
