AutoCAD Light. You can draw up a few counters, change them into blocks, then replicate them as much as you need. Create the background map and use hatching & fills to give it depth and color. Move around the counters as you want, saving each turn as a new file if you want. Warning: there is a severe learning curve and the likelihood that someone will offer you a job to do design/drafting.

You mean Auto-$899-CAD LT? Maybe I should take a look at the Open Source CAD ... But otherwise, it sounds great.
